Dear Neighbor and LCPOA Member,

This email is from the volunteers of our Association, members who so appreciate what La Cresta has to offer that we donate our time to preserve and enhance our community. We closely follow the actions of the LCPOA Board of Directors and are keenly aware of the challenges faced by our Association. We believe in strong leadership, fair treatment for all, adherence to our governing documents, proper financial reserves with oversight, and preservation of our rural, equestrian lifestyle.

As a group, we strongly endorse Roy Paulson and David Boyd for the LCPOA Board of Directors.

Roy Paulson stepped in to complete the term of LCPOA Board President, Carla Marvin, when health issues precluded Carla from further volunteer efforts. Prior to serving on the LCPOA Board, Roy volunteered for the LCPOA Road Committee and currently serves as the Board Liaison to the Road Committee. Roy’s prior experience includes serving as President of the National District Export Council, Chair of the California Inland Empire District Export Council, and the President of the Board of Directors for the Felicita Villas of Escondido. Roy has held Board seats on the National Association of Manufacturers as well as the California Manufacturing and Technology Association. Roy also received federal and state appointments to the President’s Export Council Subcommittee on Export Administration and the California Export Development Committee. Combined with Roy’s business successes, we believe a more qualified candidate would be very hard to find for the La Cresta Property Owners Association! David Boyd is a proven community leader serving six years as President of the Bear Creek Master Homeowner’s Association. As an LCPOA volunteer, David has served our community on the Proxy Committee, the Election Security Committee, Governing Documents Committee, and the Heli-Hydrant Committee. David devoted 33 years as a member of the Orange County Fire Authority serving in roles ranging from Paramedic to Fire Captain. David’s commitment to improving our community, and the lives and welfare of his neighbors, has been unquestionably demonstrated! During his tenure as President of the Bear Creek Master Association, David worked closely with other Riverside County community leaders who have reached out to endorse David’s campaign for the LCPOA Board seat. How do Roy Paulson and David Boyd support the values that are cherished by the volunteers of LCPOA?

First and foremost, SAFETY! Keep our roads safe, our right of ways clear from unchecked weed growth, maintain and repair our multi-use trails, and keep our storm drains open and repaired. Furthermore, focus on fire safety by investigating potential ingress and egress routes, adding heli-hydrants to use in the event of a local fire, increasing the number of “shelter-in-place” refuge points for large animal evacuations, and using call-system technology to accelerate information flow in the event of an emergency.

PRESERVE OUR RURAL LIFESTYLE: Update our governing documents to prevent commercial incursion while allowing activities consistent with our existing RA5 zoning (horse care and training, vineyards, farming/gardening, local marketplace endeavors, etc.). Work closely with our legal counsel to limit the impact of ADUs (Accessory Dwelling Unit). Continue to preserve our multi-use trail system and encourage additional trail easements and license agreements.

FISCAL RESPONSIBILITY: Maintain financial reserves at an acceptable level to avoid surprise special assessments and to encourage vendors to bid on large-dollar LCPOA projects. Without adequate financial reserves, all of us are exposed to deteriorating roads and culverts, and vendors will be reluctant to complete large projects without knowing that funds will be available for payment.

TRANSPARENCY AND FAIRNESS: Provide a monthly summary of all Board actions so LCPOA members can easily identify how Board Members vote. Treat all LCPOA members equally and apply the governing documents fairly and consistently. Make available the third-party reserve study (which helps the Board set an annual budget), and the third-party pavement management study (which helps the Road Committee determine the level of repair needed on the LCPOA-maintained roadways).

MINIMIZE UNNECESSARY LEGAL EXPENSES: There are times, like any business, where we must defend ourselves from unwarranted litigation. However, there have been claims on social media that La Cresta should stand up to the State of California and prohibit ADUs. Similarly, there is a small but vocal group who have misread the existing governing documents to conclude that LCPOA should maintain roads put in place long after the Association was formed. Both the ADU fight and the requested maintenance of “cul-de-sacs” have unnecessarily resulted in the payment of legal fees that can and should have been avoided.

SUPPORT OUR VOLUNTEERS: Roy Paulson and David Boyd recognize and appreciate the countless hours dedicated by our volunteers to keep our community safe and beautiful. Moreover, they understand that volunteer activities keep members informed and able to contribute to the LCPOA in many ways. Future community leaders are trained through volunteer committee activities.

We, the day-to-day volunteers in La Cresta, respectfully ask you to join us and vote for Roy Paulson and David Boyd to continue the Board majority leadership that has made this community great!
